Since July 2024, Pornhub has been blocked for everyone in Kentucky. Open the site from a Kentucky IP address and you get a notice blaming the state’s age verification law, with no videos at all.
The law behind it is House Bill 278. It forces adult sites to check a government ID or similar proof of age, and most of the big platforms chose to leave the state instead of collecting that data.

What is the Kentucky porn ban (HB 278)?
Kentucky House Bill 278 started as a bill about sex crimes against children. During the 2024 session, the Senate added an age verification section for adult websites, and the final bill passed both chambers unanimously.
Governor Andy Beshear signed HB 278 on April 5, 2024, and it took effect on July 15, 2024. The age verification rules now sit in the Kentucky Revised Statutes, KRS 436.001 to 436.009.
It is not a full porn ban. Watching legal adult content is still legal for adults in Kentucky. The law only says that commercial adult sites must confirm you are 18 or older before showing you anything.

How adult sites must verify your age in Kentucky
HB 278 gives covered websites three ways to confirm that a visitor is at least 18:
- A state-issued ID, like a Kentucky driver’s license or personal ID card
- An ID issued by any US federal government agency
- Any “commercially reasonable” method that uses public or private transactional data to confirm your age
In practice, this means uploading a photo of your ID, scanning your face, or letting a third-party company check your details against data brokers. Every option links your real identity to the adult site you visit.
Who enforces the law and the $10,000 penalty
Kentucky’s law works differently from most states. The Attorney General and local prosecutors cannot enforce it, because the statute explicitly bars government enforcement.
Instead, private citizens can sue. A site that fails to verify age can owe $10,000 for each instance a minor accessed harmful content, plus actual damages, court costs and attorney’s fees.
The law also bans sites and age verification companies from keeping your identifying information after they grant access. If they do keep it, the people affected can sue them for damages.
Good to know: HB 278 puts every obligation on the websites, not on viewers. There is no penalty in the law for an adult who watches porn in Kentucky, with or without a VPN.
Why Pornhub blocked Kentucky instead of checking IDs
Pornhub’s parent company, Aylo, says it supports age verification in principle. Its problem is site-level ID checks, which it believes put adult users’ privacy at risk without actually keeping kids away from porn.
Aylo has a real-world example to point to. When Louisiana passed the first law of this kind, Pornhub complied, and its traffic in the state dropped by about 80%. Aylo argues that most of those users simply moved to smaller sites that ignore the rules and do far less moderation.
Aylo prefers device-based verification, where your phone or computer confirms your age once at the operating system level. Until states accept that, it blocks them instead. By August 2026, Pornhub was blocked in 25 US states.

Why uploading your ID is risky: adult platforms are a favorite target for hackers. Out of these 12 sites, 5 are completely blocked, 5 ask for ID or a face scan, and only 2 load without any check. That leaves Kentucky adults with very few private options.

Yes. VPNs are legal everywhere in the United States, and watching legal adult content is legal for adults in Kentucky. HB 278 places every obligation on websites, and it has no penalty for viewers.
The only gray area is a site’s terms of service. Some sites forbid using a VPN to change your location, and in theory they can block your account. That is a contract issue between you and the site, not a crime. I’m not a lawyer, so check with one if you need legal advice for your situation.
What about laws that target VPNs?
Utah became the first state to go after VPN use around age verification. Its SB 73, signed on March 19, 2026, says sites must treat anyone physically in Utah as a Utah user, even when a VPN hides their location.
Aylo sued, Utah agreed to pause enforcement, and a federal judge then issued a preliminary injunction blocking the VPN part of the law. Kentucky has no similar VPN rule as of October 2026, but I will keep watching and update this guide if that changes.
